Houston, TX clinic owner Frank Beltre, DPM was arrested on charges based on the defrauding of Medicare and Medicaid at his clinic in San Juan, Texas. Dr. Beltre operates Valley Medical Foot Care and has been accused of billing for services that were performed by his unlicensed assistant, Manuela Alana, and that were conducted in insafe facilities that put patients at risk. In total, eight federal indictments are stemming from this charge and Dr. Beltre and Ms. Alana violated rules of Medicare and Medicaid, as well as the provision that the billing physician is required to be onsite for all medical procedures. Beltre took trips and left pre-signed prescriptions for Alana to fill out while he was away… problem being… Alana didn’t have a license to do so! Furthermore, she is accused of performing procedures for adult daycare centers in violation of program rules. In these daycare centers, procedures can only be performed at rest homes or nursing facilities. The most intriguing part about all this is the Ms. Alana is still at large and also faces the charges of Medicaid and Medicare fraud. Upon conviction, the two of them will face a maximum sentence of 10 years in prison a piece for each charge.

Arthur Kissel, also known as Arthur Froom, recently plead guilty to committing health insurance fraud. This comes 11 years all after he and his wife, Sonia LaFontaine, were indicted on charges to commit mail fraud and healthcare fraud.
